Xihe Lei, Han Chinese, was born in November 1967 in Dali, Shaanxi Province. He started to work from July 1991 and joined the Communist Party in October 1991. Majoring in mining machinery, he got his Bachelor of Engineering and became a senior engineer. Now he is member of the Party Committee and Deputy Secretary of the Party Committee of Xi'an Shiyou University.

Lei studied in the Department of Mechanical Engineering, Xi'an Petroleum Institute (now Xi'an Shiyou University), majoring in mining machinery, and got his Bachelor's degree in engineering from September 1987 to July 1991. In the institute, he served as an ideological and political counselor of the Mechanical Engineering Department from July 1991 to April 1994. Besides, he worked as deputy director of the Office of Mechanical Engineering Department of the institute from April 1994 to February 1998, and the head of the Academic Affairs Section of the Academic Affairs Office from February 1998 to November 2001. From November 2001 to April 2006, he was deputy head of the Student Affairs Department (Division) of Xi'an Shiyou University. From April 2006 to January 2010, he served as Secretary of the Party Branch of the School of Science of Xi'an Shiyou University, and from January 2010 to April 2015, he served as the head of the Student Affairs Department (Division) of Xi'an Shiyou University and the director of the Employment Guidance Center. In April 2015, he was designated as member of the Party Committee and Deputy Secretary of the Party Committee of Xi'an Shiyou University.

Lei is engaged in higher education management, Party building and ideological and political education in colleges. He took charge of nearly 10 teaching reform and scientific research projects and won one "First Prize of Teaching Achievement" in Shaanxi Province, and one "Second Prize of Teaching Achievement" in Shaanxi Province. Besides, he published over 10 papers in "Ideological and Political Education Research" and other journals. He was also editor in chief of the textbook of "New College Students' Mental Health Application Course", and participated in editing 3 books. In addition, he won many honorary titles such as Advanced Individual in Employment of General College Graduates in Shaanxi Province and Outstanding Party Worker of the Xi'an Shiyou University Committee of the Communist Party of China.
